Such were the difficulties under which Congress and Washington had been struggling through this winter to raise and keep together any considerable force; whilst General, now Sir William Howe, had been completely dozing at New York. The first movements of Howe were to execute several detached evolutions, and a vast quantity of stores were destroyed. As a retaliation, the Americans sent Colonel Meigs over to Long Island, to a place called Sag Harbour, where the English had a great quantity of provision stores, which they learned were very remissly guarded. Meigs, who had been trained under Arnold, conducted the enterprise very adroitly. He passed the Sound in whale-boats in the night, landed without much difficulty before the break of day, and began to fire the magazines. He met with a brave resistance from the crews of the merchants' vessels; but, having two hundred men, and there being no soldiers to oppose him, he destroyed twelve of the trading vessels, took ninety prisoners, and returned triumphantly without the loss of a single man. In the meantime, Washington had quitted his encampment at Morristown, and taken up a strong position at Middlebrook, about twelve miles from Princeton. On the 13th of June[238] Howe at last marched out of New Brunswick to attack him. On this, Washington called to his assistance a great part of the troops in the highlands, the whole force of the Jersey militia, whilst Arnold, who had the command at Philadelphia, was actively engaged with Mifflin in preparing defences for the Delaware. The object of Howe was to draw Washington from his entrenchments, certain that, on fair ground, it would require little exertion to totally dissipate his army; therefore, after marching up almost to the American lines, he commenced a retreat, evacuated even New Brunswick, and fell back to Amboy. Washington fell into the snare; he sent a strong force in pursuit of Howe, who, keeping up the ruse, threw a bridge over the narrow strait which divides Staten Island from the mainland, and sent over part of his baggage and a number of troops. Satisfied then that Howe was bent on resuming his old quarters at New York, Washington quitted his camp, which had cost him so much labour to create, and descended with his main body to Quibbletown. On seeing this, Howe advanced again, and dispatched several bodies of soldiers by different routes, to get, if possible, between Washington and his old post on the hills, so as to bring him to an engagement on the plain. Washington instantly became aware of his design, and retreated with all speed. Lord Cornwallis, who led the British van, notwithstanding, managed to come up with him, and fell upon a division of three thousand strong, advantageously posted, and defended with cannon. Cornwallis's charge, however, threw him into confusion, the rout became general, and the British pursued them as far as Westfield, when, coming to a woody country, and the heat of the day being intense, they halted for the night. This halt was the salvation of Washington: it enabled him to regain his old fortified post in the hills, leaving behind him part of his cannon, and about two hundred men killed.
TWO:In the early part of January, 1829, the Duke of Wellington had an interview with the Archbishop of Canterbury, the Bishop of London, and the Bishop of Durham, for the purpose of laying before them the state of affairs in Ireland, in the hope of convincing them that the interests of the Church required the settlement of the Catholic question. It was thought that a favourable opinion expressed by them would have had great influence on the mind of the king; but the Duke's arguments utterly failed to convince them. They informed him that they could not lend their sanction to the proposed course of proceeding, but must offer a decided opposition to the removal of Roman Catholic disabilities. On New Year's Day the Bishop of Oxford wrote to Mr. Peel, that he had just returned from Addington, and that he found the three bishops decidedly hostile to all concessions, refusing to consent to them in any form. He considered that matter, therefore, as settled. Mr. Peel now began to feel that the difficulties in the way of Emancipation were almost insuperable. There was the declared opinion of the king, of the House of Lords, and of the Church, all decidedly hostile to the proposed measure. What the Home Secretary chiefly apprehended at that moment was, that the king, hearing the result of the Duke's conference with the bishops, would make some public and formal declaration of his resolution to maintain, as a matter of conscience and religious obligation, the existing laws; and would then take a position in reference to the Catholic question similar to that in which his father had stood, and which it might be almost impossible for him, however urgent the necessity, afterwards to abandon.
TWO:But the public attention was now freely withdrawn from Warren Hastings to much more exalted personages. On the 11th of July the king in person prorogued Parliament. He then appeared in his usual health, but soon afterwards it was whispered about that he was far from well, and had gone to Cheltenham by the advice of his physicians. When he returned in the autumn, the opinion of his derangement had gained ground, and, to remove this, a Drawing-room was held at St. James's on the 24th of October. Every means had been taken to secure the impression of his Majesty's saneness, but they failed, and the contrary impression was confirmed. Still, the king returned to Windsor, and the endeavours were strenuously maintained by the queen to conceal the melancholy fact from the public; but this was too positive to be long suppressed. On the 5th of November he met his son, the Duke of York, after he had been riding about Windsor Forest for five hours in a state of frenzy, and, bursting into tears, wished that he was dead, for that he felt he should go mad. No doubt he remembered his old sensations when he had a short but sharp fit of lunacy in 1764. The time was hurrying on which must reveal the whole truth; the prorogation of Parliament terminated on the 20th of November; the House would meet, and the king would not be able to attend and open the Session. Pitt was in a state of indescribable anxiety, having no precedents to guide him.
TWO:Charles was anxious to follow up his victory by marching directly into England, trusting to the effect of this signal triumph to bring all inclined to the Stuart dynasty to his standard. He was confident that if he met with anything like success on the way, a rapid march would put London in his possession. And, in truth, such was the miserably misgoverned condition of the country at the time, that, had he come with a tolerable French army, nothing could have prevented him from becoming master of the kingdom. Never was England so thoroughly exposed to foreign danger, so utterly unarmed and unprotected,[98] whilst it had been sending such armaments to the Continent. Fortunately, the French had not supported the Pretender on this occasion, as they had promised, and fortunately, too, when Charles came to review the army with which he proposed to enter England, there remained of it only one thousand four hundred men. The rest had gone home with their booty; nay, some had gone and were returning, not to fight, but to carry off more which they had concealed.The Irish corporations were included in the inquiry, which commenced in 1833. The Irish Commissioners took for their local investigations the one hundred and seventeen places which had sent representatives to the Irish Parliament. They found everywhere the grossest abuses. By an Act of George II., residence had been dispensed with as a qualification for corporate offices. The effect of this was to deprive a large number of them of a resident governing body. In some cases a few, very rarely a majority, of the municipal council were inhabitants of the town. In others, the whole chartered body of burgesses were non-resident, and they attended as a mere matter of form, to go through the farce of electing members of Parliament, or for the purpose of disposing of the corporate property. In some boroughs the charter gave the nomination of a member of Parliament to the lord of the manor or some local proprietor. In others the power of returning the Parliamentary representative was vested in a small self-elected body of freemen; almost invariably the power of nomination was actually possessed by the gentleman known as the "patron" or "proprietor," who could dispose of the seat as he thought proper, and if not reserved for himself or some member of his family, it was sold for the highest price it would bring in the markettreated in every respect as absolute property, which was transmitted, like the family estate, from father to son. This property was fully recognised at the union, and it was by buying it up at an exceedingly liberal price that Lord Castlereagh was enabled to carry that measure. By the Act of union a large number of those rotten corporations, some of which had not even a hamlet to represent, were swept away. But a considerable number remained, and of these the Commissioners of inquiry remarked:"This system deserves peculiar notice in reference to your Majesty's Roman Catholic subjects. In the close boroughs they are almost universally excluded from all corporate privileges. In the more considerable towns they have rarely been admitted even as freemen, and, with few exceptions, they are altogether excluded from the governing bodies. In someand among these is the most important corporation in Ireland, that of Dublintheir admission is still resisted on avowed principles of sectarian distinction. The exclusive spirit operates far more widely and more mischievously than by the mere denial of equal privileges to persons possessing perfect equality of civil worth; for in places where the great mass of the population is Roman Catholicand persons of that persuasion are for all efficient purposes excluded from corporate privilegesthe necessary result is that the municipal magistracy belongs entirely to the other religious persuasions; and the dispensation of local justice, and the selection of juries being committed to the members of one class exclusively, it is not surprising that such administration of the law should be regarded with distrust and suspicion by the other and more numerous body."
TWO:THE CONSCRIPTION IN FRANCE: RECRUITING FOR NAPOLEON'S WARS. (See p. 20.)George Grenville succeeded to both Bute and Dashwood, becoming first Lord of the Treasury and Chancellor of the Exchequer, and the king announced that he had intrusted the direction of affairs to him, and the Lords Egremont and Halifax, the Secretaries of State, whence they soon acquired the name of "The Triumvirate." The Duke of Bedford quitted his post as ambassador at Paris, and was succeeded by the Earl of Hertford. The Earl of Sandwich became head of the Admiralty, and the Earl of Shelburne head of the Board of Trade. Old Marshal Ligonier was removed from the post of Master of the Ordnance to make way for the Marquis of Granby, but received a peerage. These changes being completed, the king closed the Session of Parliament on the 19th of April, with a speech, in which he declared the peace honourable to his Crown, and beneficial to his people.
From the manufacturing districts the movement was spreading to the metropolis, where usually there had been but little attention paid to this important subject. The various trades of London began to take part in the preparation of petitions, and to hold meetings. At some of these the working men carried resolutions against the petitions; and they made similar, though unsuccessful, attempts in various towns. But it was remarked that even while refusing to take preliminary measures for procuring relief from the bread-tax, they declared its injustice; in fact, the savage mood to which the prevalent distress was bringing the labouring classes began to manifest itself in a determination to postpone every question save that of their claim to a share of political power. They were not friendly to the middle class; but their ill-will could not be cited even as a proof of their indifference to the continuance of the Corn Law system.There, a council of war was called, and it was debated whether they should make a stand there or not. The conclusion was that they should not, but should abandon the sacred citythe Jerusalem of Russiato the enemy, and, there can now be little doubt, to the flames. Rostopchin, the governor of the city, had for some time been preparing for the grand catastrophe. Under pretence of pouring down liquid fire on the French from a monster balloon, he had employed great numbers of women in making such a balloon, and men in preparing fireworks and combustiblesthe accumulation of the latter being his real object.

THREE:On the morning of the 19th the battle recommenced with fury. The French were now fighting close under the walls of the town, and Napoleon, posted on an eminence called Thonsberg, watched the conflict. Till two o'clock the fight raged all along the line, round the city; and neither party seemed to make any advance. At length the Allies forced their way into the village of Probstheide, and threw the French on that side into great confusion. Ney, on the north side, was also fearfully pressed by Blucher and the Crown Prince of Sweden, and was compelled to retreat under the walls. On a sudden, as the Russians advanced also against Ney, the Saxonsten thousand in numberwent over to them with a shout. They were sent to the rear, but their cannon was at once turned against the enemy. By evening it was clear that the French could not hold their position another day. Schwarzenberg announced to the Allied sovereigns that victory was certain, and they knelt on the field and returned thanks to God. The French knew this better than their opponents, for in the two days they had fired two hundred and fifty thousand cannon-balls, and had only about sixteen thousand cartridges left, which would not serve for more than two hours, much of their artillery having been sent to Torgau. The retreat, therefore, commenced in the night. There was only one bridge prepared, of timber, in addition to the regular stone bridge, over which one hundred thousand men must pass, with the enemy at their heels. To add to the misery, the temporary bridge soon broke down. Napoleon took a hasty leave of the King and Queen of Saxony, ordered Poniatowski to defend the rear, and himself made for the bridge. It was not without much difficulty, and considerable alarm lest he should be surrounded and taken, that he and his suite got across. Then there was a terrible scene of crushing and scrambling; and the enemy, now aware of the flight, were galloping and running from all sides towards the bridge, to cut off the fugitives. Soon after Buonaparte had got over, the bridge was blown up by the French officer in charge of the mine already made, and twenty-five thousand men were left to surrender as prisoners in the town. Amongst these were Marshals Macdonald and Poniatowski; but, disdaining to surrender, they sprang, with their horses, into the Pleisseto swim. Macdonald escaped, but Poniatowski, though he crossed the Pleisse, was again nearly cut off, and plunging into the deep and muddy Elster, was drowned. No braver man perished in these tragic campaigns; both Allies and French in Leipsic followed his remains to the tomb, in sincere honour of his gallantry. The triumph of the Allied monarchs was complete. They met in the great square of the city, and felicitated each other. The King of Saxony was sent, without any interview, under a guard of Cossacks to Berlin, and at the General Congress he was made to pay dearly in territory for his besotted adhesion to the invader of Germany. In this awful battle the French lost three hundred guns. The slain on both sides amounted to eighty thousand, and thousands of the wounded lay for days around the city, exposed to the severe October nights, before they could be collected into lazarettos; and the view of the whole environs of Leipsic, covered with dead, was fearful.
THREE:Another dishonourable characteristic of the Ministers of Queen Anne at this period was that they were in secret zealous partisans of the Pretender, and whilst openly professing a sacred maintenance of the Protestant succession, were doing all in their power to undermine it. They had given mortal offence to the Elector George of Hanover, the heir to the Throne, by their treachery to the Allies; and, as the health of the queen was most precarious from her excessive corpulence and gout, which was continually menacing a retreat to her stomach, this was equally a cause for their hastening the peace, however disgracefully, and for paving the way, if possible, for the return of the Pretender at the queen's death. Bolingbroke was the great correspondent with St. Germains, as his letters in the Stuart Papers abundantly show. But Oxford, although always more cunning and mysterious, was equally concerned in it; nor was the queen, if we may believe these remarkable papers, by any means averse from the succession of the Pretender, in spite of his stubborn adhesion to Popery. The Jacobite party was numerous, powerful, and indefatigable. They were in the Ministry and in both Houses of Parliament. At this moment a public appointment was made which filled the Whigs with consternation and rage. This was no other than that of the Duke of Hamiltona supposed partisan of the Pretenderto be Ambassador to the Court of Versailles. Prior was still there, and had all the requisites of a clever and painstaking Envoy; but, being only a commoner and a poet, it did not suit the aristocratic notions of England that he should be accredited Ambassador. Hamilton was appointed, and would thus have had the amplest opportunity of concerting the return of the Stuarts with the base ministers at home. But he was not destined to see Versailles,[9] for, as readers of Thackeray's "Esmond" will remember, he was killed in a duel by Lord Mohun.[121]
