THREE:Apprentice labour, as distinguished from skilled labour, has to be charged with the extra attention in management, the loss that is always occasioned by a forced classification of the work, the influence in lowering both the quality and the amount of work performed by skilled men, the risk of detention by failure or accident, and loss of material; besides, apprentices must be charged with the same, if not a greater expense than skilled workmen, for light, room, oil, tools, and office service. Attempts have been made in some of the best-regulated engineering establishments to fix some constant estimate upon apprentice labour, but, so far as known, without definite results in any case. If not combined with skilled labour, it would be comparatively easy to determine the value of apprentice labour; but when it comes up as an item in the aggregate of labour charged to a machine or some special work constructed, it is difficult, if not impossible, to separate skilled from unskilled service.
THREE:IX.Such an interpretation of instinct introduces us to a new principleself-interest; and this was, in fact, recognised on all hands as the foundation of right conduct; it was about the question, What is our interest? that the ancient moralists were disagreed. The Cynics apparently held that, for every being, simple existence is the only good, and therefore with them virtue meant limiting oneself to the bare necessaries of life; while by following Nature they meant reducing existence to its lowest terms, and assimilating our actions, so far as possible, to those of the lower animals, plants, or even stones, all of which require no more than to maintain the integrity of their proper nature.

FORE:The commander ruled with a strong hand. They issued not only the usual proclamations about introducing German time, but the commander went even so far as to dictate at what hour the Holy Masses had to be said. In one of the proclamations I read, for example, that in future the Mass of six o'clock, Belgian time, had to be said at the same hour German time. Another proclamation said that skippers were forbidden to sail, and that all boats, including fisher-boats, had been seized.
