He insisted that, before the proposals of the Company were accepted,[47] the rise of their stock should be limited, and every means taken to prevent the fever of infatuation that would ensue from the promise of dividends out of funds which could never be realised. He proposed for this purpose the introduction of a clause fixing the number of years' purchase to be granted to the annuitants of the South Sea Company; but to this it was objected that it was the interest of the Company to take up the annuities; and, as the annuitants had the power of coming in or not, as they pleased, the Company would, of course, offer advantageous terms, and, therefore, the whole affair might be safely left to private adjustment. Aislabie added that the South Sea Company would not submit to be controlled in an undertaking they were to pay so dear for. The Bill passed both Houses.Presently she said: "I can't forget. ONE:As a result of the preceding analysis, Plotinus at last identifies Matter with the Infinite��not an infinite something, but the Infinite pure and simple, apart from any subject of which it can be predicated. We started with what seemed a broad distinction between intelligible and sensible Matter. That distinction now disappears in a new and more comprehensive conception; and, at the same time, Plotinus begins to see his way towards a restatement of his whole system in clearer terms. ��The Infinite is generated from the infinity or power or eternity of the One; not that there is infinity in the One, but that it is created by the One.��484 With the first outrush of energy from the primal fount of things, Matter begins to exist. But no sooner do movement and difference start into life, than they are restrained and bent back by the presence of the One; and this reflection of power or being on itself constitutes the supreme self-consciousness of Nous.485 Whether the subsequent creation of Soul involves a fresh production of energy, or whether a portion of the original stream, which was called into existence by the One, escapes from the restraining self-consciousness of Nous and continues its onward flow��this Plotinus does not say. What he does say is that Soul stands to Nous in the relation of Matter to Form, and is raised to perfection by gazing back on the Ideas contained in Nous, just as Nous itself had been perfected by returning to the One.486 But while the two higher principles remain stationary, the Soul, besides giving birth to a fresh stream of energy, turns towards her own creation and away from the fountain of her life. And, apparently, it is only by328 this condescension on her part that the visible world could have been formed.487 We can explain this by supposing that as the stream of Matter departs more and more from the One, its power of self-reflection continually diminishes, and at length ceases altogether. It is thus that the substratum of sensible objects must, as we have seen, be conceived under the aspect of a passive recipient for the forms imposed on it by the Soul; and just as those forms are a mere image of the noetic Ideas, so also, Plotinus tells us, is their Matter an image of the intelligible Matter which exists in the Nous itself; only the image realises the conception of a material principle more completely than the archetype, because of its more negative and indeterminate nature, a diminution of good being equivalent to an increase of evil.488The slowness with which the Government became aware of these proceedings is something astonishing in these days of telegraphs and railroads. Though Charles sailed on the 2nd of July, it was not till the 30th of the same month that Lord Tweeddale, the Scottish Secretary of State in London, was informed even that he had left Nantes. Sir John Cope was the commander of the forces in Scotland, and he immediately gave orders for drawing[94] together such troops as he had to Stirling. These were extraordinarily few. There were two regiments of dragoons, Gardiner's and Hamilton's, but both recent in the service; and the whole force at his disposal, exclusive of garrisons, did not amount to three thousand men. Cope was eager enough to march into the Highlands, even with such forces as he had, and crush the insurrection at once. He proposed this apparently active and judicious scheme to the Lords Justices in England, George II. himself being at Hanover, and they warmly approved of it, and issued their positive orders for its execution. It was, in truth, however, the most fatal scheme which could be conceived. The spirit of rebellion was fermenting in every glen and on every hill, and to march regular troops into these rugged fastnesses was only to have them shot down by invisible marksmen on all hands, and reduced to the extremity of the two companies already captured. The plan was to have secured all the passes into the Lowlands, to have drawn his forces to the foot of the mountains wherever a descent could be made, and blockade the rebels in their own hills till they should be reduced by gradual approaches and overwhelming numbers. Famine, indeed, would soon have tamed any large body of men in those sterile regions.
