The real question is whether it would serve the public interest were all who endeavour to shape their lives by the precepts of philosophy to withdraw themselves74 entirely from participation in the affairs of their country. And, having regard to the general character of the system now under consideration, we may not uncharitably surmise that the motive for abstention which it supplied was selfish love of ease far more than unwillingness to be mixed up with the dirty work of politics.
