Some faint endeavours were made to shake off the yoke. Encouraged by France, they summoned the Turks to their aid and cut to pieces several detachments of the Russians. They proclaimed Poniatowski deposed, and called on the people to aid them to drive out the invaders. But the people, long used to oppression from their own lords, did not answer to the call. In France, Choiseul had been hurled from power, and France left the Poles to their fate. It was now that Frederick of Prussia proposed to Austria to combine with Russia and share Poland between them. At this robber proposition, so in character with Frederick, who had all his life been creating a kingdom by plundering his neighbours, Maria Theresa at first exclaimed in horror. But she was now old and failing, and she gave way, declaring that, long after she was dead and gone, people would see what would happen from their having broken through everything which had, till then, been deemed just and holy. Frederick of Prussia took the surest way to compel the Austrians to come in for a share of the spoils of Poland. He marched a body of soldiers out of Silesiathe territory which he had rent from Austriainto Posen, and Austria, not to be behind, had marched another army into the Carpathian Mountains.The marvellous increase of national wealth in Great Britain since the reign of George III. is to be mainly ascribed to two mechanical agenciesthe spinning-jenny and the steam-engine; both of which, however, would have failed to produce the results that have been attained if there had not been a boundless supply of cotton from the Southern States of America to feed our manufactories with the raw material. The production was estimated in bales, which in 1832 amounted to more than 1,000,000; and in 1839 was upwards of 2,000,000 bales. It appears from Mr. Woodbury's tables, that in 1834 sixty-eight per cent. of all the cotton produced in the world was shipped for England. In this case the demand, enormous as it was, produced an adequate supply. But this demand could not possibly have existed without the inventions of Hargreaves, Arkwright, Crompton, and Cartwright, in the improvement of spinning machinery.In the opening of the reign the gentlemen retained the full-skirted coat, with huge cuffs, the cocked-hats and knee-breeches of the former period. Pigtails were universal, and the more foppish set up their hair in a high peak, like the women. The ladies had their hair turned up on frames half a yard high, and this hairy mountain was ornamented with strings of pearls or diamonds, or surmounted with a huge cap edged with lace. They wore their waists as long as possible, with a peaked stomacher, and hanging sleeves of Mecklenburg lace. Their gowns were of the richest silks, satins, and brocades, their skirts flowing; and the fan was an indispensable article.
[See larger version]This was a serious position of affairs for the consideration of the new Whig Ministry. They were called on to declare, either that Ireland was part of the empire, and subject to the same laws, as regarded the empire, as Great Britain, or that it was distinctly a separate empire under the same king, just as Hanover was. The Ministry of Rockingham have been severely blamed by one political party, and highly lauded by another, for conceding the claims of Ireland on that head so readily; for they came to the conclusion to yield them fully. They were by no means blind to the[290] difficulties of the case, and to the evils that might arise from a decision either way. But the case with the present Ministry was one of simple necessity. England had committed the great error of refusing all concession to demanded rights in the case of America, and now lay apparently too exhausted by the fight to compel submission, with all Europe in arms against her. Ireland, aware of this, was in arms, and determined to profit by the crisis. Fox, therefore, on the 17th of May, announced the intention of Ministers at once to acknowledge the independence of Ireland by repealing the Act of the 6th of George I. Fox, in his speech, declared that it was far better to have the Irish willing subjects to the Crown than bitter enemies. The Bill repealing the 6th of George I. accordingly passed both Houses as a matter of course, and the effect upon Ireland was such, that in the first ebullition of the national joy the Irish House of Commons voted one hundred thousand pounds to raise twenty thousand seamen. The Irish Commons, moreover, offered to grant Grattan, for his patriotic and successful exertions in this cause, a similar sum, to purchase him an estate. Grattanthough a poor man, his income at that time scarcely exceeding five hundred pounds a yeardisinterestedly refused such a sum, and was only with difficulty induced ultimately to accept half of it.With the reign of George III. began the real era of civil engineering. With respect to our highways there had been various Parliamentary enactments since the Revolution of 1688; but still, at the commencement of George III.'s reign, the condition of the greater part of our public roads was so dreadful as now to be almost incredible. Acts of Parliament continued to be passed for their amendment, but what was their general state we learn from the invaluable "Tours" of Arthur Young. He describes one leading from Billericay to Tilbury, in Essex, as so narrow that a mouse could not pass by any carriage, and so deep in mud that chalk-waggons were continually sticking fast in them, till so many were in that predicament that the waggoners put twenty or thirty of their horses together to pull them out. He describes the same state of things in almost every part of the countryin Norfolk, Suffolk, Wiltshire, and Lancashire. Some of them had ruts four feet deep by measure, and into these ruts huge stones were dropped to enable waggons to pass at all; and these, in their turn, broke their axles by the horrible jolting, so that within eighteen miles he saw three waggons lying in this condition. Notwithstanding, from 1785 to 1800 no fewer than six hundred and forty-three Acts of Parliament regarding roads were passed. But scarcely a penny of the money collected at the toll-bars went to the repair of the roads, but only to pay the interest of the debt on their original construction. Whatever was raised was divided amongst the members of the body known as the trustees for the original fund; and though many Acts of Parliament limited this interest, means were found for evading the restriction.In April De Crillon arrived, and was followed by the Spanish and French troops from Minorca. From eighteen to twenty thousand men were added to the army already encamped before the place, and the most able engineers were engaged from almost all countries of Europe, at extravagant salaries, and great rewards were offered for inventions which might demolish the formidable works of the English on the rock. Nearly forty thousand troops were now congregated against the old fortress. One hundred and seventy pieces of heavy artillery were directed against it, and immense stores of ammunition were accumulated for this final and triumphant achievement. On the other hand, General Elliot had now repaired and strengthened his defences more than ever. His garrison was augmented to seven thousand men, including a marine brigade; eighty pieces of cannon frowned from the walls, and the bulk of his men were of the best and most seasoned kind.
