His conduct of this expedition elicited the most cordial praises from the Commander-in-Chief. At this juncture Napoleon sent a dispatch, ordering the army in Spain to cease further offensive operations till the conclusion of the Austrian war enabled him to send fresh reinforcements into Spain. Stanhope would have made a strenuous effort to abolish not only these laws, but the Test Act itself; but Sunderland, though equally liberal, was more prudent, and showed that, to attempt too much was to ruin all; and when they came to introduce their greatly modified measurethat of annulling only some of the less prominent clauses of the Test Act under the name of a Bill for strengthening the Protestant interestthey found so much opposition that Sunderland's discernment was fully justified. Not only the two archbishops and some of the bishops opposed the measure, but the great Whigs, the Duke of Devonshire and Earl Cowper. Cowper, though he expressed himself willing to abolish the Schism Bill, stood stoutly for the Test and Corporation Acts as the very bulwarks of our constitution in Church and State; whilst the Earl of Islay declared even this moderate measure a violation of the union with Scotland. On the other hand, the Bishops Hoadley, Willis, Gibson, and Kennett supported the Bill, which, however, was not carried without considerable mutilation; and had Stanhope introduced such a measure as he proposed, including even considerable relief to Catholics, the whole would have been lost.

TWO:Though the Duke of Wellington defended him-self against the persevering attacks of the financial reformers, he was busy making retrenchments in every department of the Public Service. So effectually did he employ the pruning-hook, that although the income of the previous year had fallen short of the estimate of the Chancellor of the Exchequer by 560,000, he was able to present to the House this year a surplus of 3,400,000 available for the reduction of taxation, still leaving an excess of income over expenditure of 2,667,000 applicable to the reduction of debt. There was, consequently, a large remission of taxation, the principal item of which was the beer duty, estimated[310] at 3,000,000. At the same time, in order to enable the Chancellor of the Exchequer to meet these reductions, an addition of one shilling a gallon was made to the duty on English spirits and of twopence on Irish and Scottish spirits. This Budget helped to clear the political atmosphere and brought a brief gleam of popularity to the Government. The Duke got full credit for an earnest desire to economise, and it was acknowledged by the Liberal party that he had given the most important financial relief that the nation had experienced since the establishment of peace. Notwithstanding, however, the general satisfaction, and the loud popular applause, the pressure of distress was not sensibly alleviated. The burden indeed was somewhat lightened, but what the nation wanted was greater strength to bear financial burdens, a revival of its industrial energies, and facilities for putting them forth with profit to themselves and to the country. Remissions of taxation were but the weight of a feather, compared to the losses sustained by the action of the currency. For while the reductions only relieved the nation to the extent of three or four millions, it was estimated that the monetary laws, by cutting off at least fifty per cent. from the remuneration of all branches of industry, commercial and agricultural, had reduced the incomes of the industrial classes to the extent of a hundred and fifty millions yearly.

Finding the cliffs there too high to scale, he followed the shore down to Wolfe's Cove, and ascended the heights just where Wolfe had done so. Both these motions passed the House of Commons unanimously; but, in the Upper House, the Duke of Chandos attacked the grants, and condemned severely the custom of loading the country with annuities in perpetuity. The bill was, however, carried by forty-two votes to eleven, though four noble Lords entered a protest against it, namely, Lord Chancellor Bathurst, the Duke of Chandos, Lord Paget, and Markham, Archbishop of York.Custom

TWO:In balancing accounts at the Congress at Paris, there was a resignation on the part of Great Britain of the colonies which she had won with so much cost of money and men. Our statesmen never thought of placing some of the enormous sums we had bestowed on the Powers we helped against the islands we had conquered. We had dearly purchased them. But Great Britain gave back to France all the colonies possessed by her in 1792, except Tobago, St. Lucia, and the Isle of France. Still more absurdly, we returned Pondicherry, in the East Indies, as a focus for fresh annoyances there from the French, whom we had expelled at such cost for their meddling and exciting the natives against us. We restored to the French, under certain conditions, the right of fishing on the bank of Newfoundland, as they had enjoyed it in 1783; conditions which they boldly violated, and which the British Ministry did not venture to insist on being observed. We gave back also to Spain several islands and colonies; and the same to Hollandnamely, Demerara, Essequibo, Berbice, the immense island of Java, and the rich one of Sumatra, retaining only the Cape of Good Hope and the settlements in Ceylon.

THE PALACE OF THE TUILERIES, PARIS.Whilst these elements of a new convulsion were in active operation, the Allies had settled to some extent the affairs of Europe, and had returned home. On the 30th of May a treaty had been signed at Paris, between Britain, Russia, Austria, and Prussia, with France. The boundaries of France were settled as they existed in 1792; it was decreed that Holland and Belgium should be united to form a strong barrier against France; the independence of Switzerland was restored; the north of Italy was again made over to Austria, including[86] Venice, but not including Sardinia, which was enlarged by the addition of Genoa, out of which Lord William Bentinck, with a British army, had driven the French. Murat had assisted the Austrians to conquer Eugene Beauharnais, and hoped to be allowed to retain Naples, yet having many fears of his new allies, the Austrians, and of the Allies generally. The Pope was again in peaceful possession of his States; the arms and the money of Great Britain had triumphed over Buonaparte, and had restored the monarchs of Europe to their thrones; but it was not to be denied that in restoring them they had restored so many detestable despotisms.After the departure of the British fleet, the Jacobin troops, townsmen, and galley convicts, were perpetrating the most horrible scenes on the unfortunate Toulonese. Even the poor workmen who had been employed by the English to strengthen the defences, were collected in hundreds, and cut down by discharges of grape-shot. Three Jacobin commissioners, the brother of Robespierre, Barras, and Freron, were sent to purge the place, and besides the grape-shot the guillotine was in daily activity exterminating the people. The very mention of the name of Toulon was forbidden, and it was henceforth to be called Port de la Montagne.On the 10th of June, 1768, a sloop called the Liberty, the property of Mr. John Hancock, of Boston, arrived in the harbour of that city laden with a cargo of Madeira wine. Resistance having been offered to the collection of the duties, the comptroller signalled the Romney man-of-war, lying at anchor off Boston, to take the sloop in tow and carry her under her guns. Crowds, meanwhile, had gathered on the quay, and commenced measures for resistance. The captain of the Romney sent out his boat's crew to haul in the sloop, and the mob attacked them with stones. The man-of-war's men, notwithstanding, executed their task, and carried the Liberty under the guns of the Romney.The Assembly of Virginia, meeting in convention at Williamsburg on the 6th of May, drew up a Declaration of Rights, a document which afterwards became the model for the celebrated "Rights of Man" with the French Revolutionists. In this Declaration it was asserted that the rights of the people cannot exist with hereditary monarchy; and in the fourth article it was affirmed, that the idea of "a man being born a magistrate, a legislator, or a judge, is unnatural and absurd." Accordingly, Richard Henry Lee, as one of their delegates, on the 7th of June, moved in General Congress, that "these United Colonies are, and of right ought to be, free and independent States; that they are absolved from all allegiance to the British Crown, and that all political connection between them and the State of Great Britain is, and ought to be, totally dissolved; that measures should immediately be taken for procuring the assistance of foreign Powers, and a confederation be formed to bind the colonies more closely together."
