FORE:With the introduction of practical questions, we pass to the great positive achievement of Carneades, his theory of probable evidence. Intended as an account of the process by which belief is adjusted to safe action rather than of the process by which it is brought into agreement with reality, his logic is a systematisation of the principles by which prudent men are unconsciously guided in common life. Carneades distinguishes three degrees of probability. The lowest is attached to simple perception. This arises when we receive the impression of an object without taking the attendant circumstances into account. The next step is reached when our first impression is confirmed by the similar impressions received from its attendant circumstances; and when each of these, again, bears the test of a similar examination our assurance is complete. The first belief is simply probable; the second is probable and uncontradicted; the third probable, uncontradicted, and methodically established. The example given by Sextus is that of a person who on seeing a coil of rope in a dark passage thinks that it may be a snake, and jumps over it, but on turning round and observing that it remains motionless feels inclined to form a different opinion. Remembering, however, that snakes are sometimes congealed by cold in winter, he touches the coil with his stick, and finally satisfies himself by means of this test that the image present to his mind does not really represent a snake. The circumstances to be examined before arriving at a definite judgment include such considerations as whether our senses are in a healthy condition, whether we are wide awake, whether the air is clear, whether the object is steady, and whether we have taken time enough to be sure that the conditions here specified are fulfilled. Each degree of probability is, again, divisible into several gradations according to the strength of the155 impressions received and the greater or less consilience of all the circumstances involved.252After I had been incarcerated for about two hours I was taken to the commanding officer, Major Krittel, or rather to one of his subordinates, Captain Spuer, who was having a violent altercation with his chief. The captain appeared to insist with great force that the whole place should be burned down and all the prisoners shot. But the major seemed to be a tolerably reasonable man, tried to soothe the captain, and at last put down his foot, saying that he had had enough. The captain, a rude, fat fellow, sat down at a desk and bellowed at me:

It may also be mentioned that lathes constructed with angular guides, have usually such ways for the moving heads as well as for the carriages; this gives the advantage of firmly binding the [125] two sides of the frame together in fastening the moving head, which in effect becomes a strong girt across the frame; the carriages also have an equal and independent hold on both sides of a shear. In following this matter thus far, it may be seen how many conditions may have to be considered in reasoning about so apparently simple a matter as the form of ways for lathe carriages; we might even go on to many more points that have not been mentioned; but what has been explained will serve to show that the matter is not one of opinion alone, and that without practical advantages, machine tool-makers will not follow the most expensive of these two modes of mounting lathe carriages. This failure of laws to regulate apprenticeship, which facts fully warrant us in assuming, is due in a large degree to the impossibility of applying general rules to special cases; it may be attributed to the same reasons which make it useless to fix values or the conditions of exchange by legislation. What is required is that the master, the apprentice, and the public should understand the true relations between themthe value of what is given and what is received on both sides. When this is understood, the whole matter will regulate itself without any interference on the part of the law.
