The original motive for this action would seem to be a rising tide of public unrest, sparked apparently by chance disclosure of our procurement procedures. That the public unrest may very soon reach the point at which Confederation notice, and hence Confederation action, may be taken is the best judgment both of our outside operatives and of our statistical department.
