What was still worse, all the colonels were absent from the regiments stationed there, and other officers alsoaltogether thirty-five!

He, Clarkson, and the anti-slavery committees, both in London and the provinces, were labouring with indefatigable industry in collecting and diffusing information on this subject. The Committee of the Commons found strong opposition even in the House, and, on the 23rd of April, Lord Penrhyn moved that no further evidence should be heard by the Committee; but this was overruled, and the hearing of evidence continued through the Session, though no further debate took place on the question.

THREE:WILLIAM COBBETT.Alberoni, though defeated at sea, was more successful in Sicily, and he continued his cabals against England in nearly every Court of Europe with only the more assiduity. He was zealously at work in France, England itself, Holland, Piedmont, and Sweden. By his ambassador at the Hague he endeavoured to keep the Dutch out of the Quadruple Alliance by exciting their commercial jealousy; but he was ably opposed by our minister there, the Earl of Cadogan. In Piedmont he endeavoured to deter Victor Amadeus from entering into this alliance by assuring him that he was only endeavouring to secure Sicily to keep it out of the hands of the Austrians, and reserve it for him; while, on the other hand, he threatened him with thirty thousand bayonets if he dared to accede to the Quadruple Treaty. The Allies, however, threatened still greater dangers, and the Duke at last consented to accept Sardinia in lieu of Sicily, and that island remains attached to the kingdom of Italy to the present time.

FORE:Parliament assembled on the 9th of January, 1770. People had been surprised at the unusual delay in summoning it, considering the critical state of America, but they were much more surprised when the subject put foremost in the king's speech was a lamentation over the murrain which[197] had appeared amongst horned cattle during the recess, and which Ministers had taken some measures to stop without calling together Parliament. FORE:The effect was immediately shown by a rapid rise of prices, wheat becoming one hundred and three shillings a quarter. But this did not satisfy the land-owners, and Mr. Western, in 1816, introduced no less than fourteen resolutions to make more stringent the exclusion of foreign corn. It was openly declared "that excessive taxation renders it necessary to give protection to all articles, the produce of our own soil, against similar articles, the growth of foreign countries." Mr. Barham declared that "the country must be forced to feed its own population. No partial advantage to be derived from commerce could compensate for any deficiency in this respect. The true principle of national prosperity was an absolute prohibition of the importations of foreign agricultural produce, except in extreme cases;" and on this ground it was proposed to exclude foreign rape-seed, linseed, tallow, butter, cheese, etc.The news of Wellington's defeat of Marmont, and his occupation of the capital, caused Soult to call Victor from the blockade of Cadiz; and uniting his forces, he retired into Granada. The French, after destroying their works,the creation of so much toil and expenditure,retreated with such precipitation from before Cadiz that they left behind a vast quantity of their stores, several hundred pieces of ordnancesome of which, of extraordinary length, had been cast for this very siegeand thirty gunboats. The British and Spanish troops pursued them from Tarifa, harassed them on the march, drove them out of San Lucar, and carried Seville by storm, notwithstanding eight battalions being still there to defend it. General Hill meanwhile advanced from the Guadiana against King Joseph, who fell back to Toledo, hoping to keep up a communication with Soult and Suchet, the latter of whom lay on the borders of Valencia and Catalonia. But General Hill soon compelled him to retreat from Toledo, and the British general then occupied that city, Ypez, and Aranjuez, thus placing himself in connection with Lord Wellington, and cutting off the French in the south from all approach to Madrid.
