This and other events at length convinced the stupid and ungrateful Emperor that the war was[56] hopeless. Russia had as good as deserted him; Prussia, so lately won over, was again wavering; Sweden and Holland had joined the allies; and Spain, so far from helping him, could not drive the enemy from a corner of its own territory. He therefore listened to terms of peace which were offered by the allies through the pacific medium of Fleury, and the preliminaries were signed at Paris by the Austrian Ambassador on the 31st of May with England, France, and Holland. The Emperor agreed to suspend for seven years the charter of the Ostend Company; to confirm all treaties previous to 1725; and to refer any other objects of dispute to a general congress. Several articles were introduced regarding Spain. The English consented to withdraw the fleet of Admiral Hosier from blockading Porto Bello, so that the galleons could return home; the siege of Gibraltar was to be discontinued, and the Prince Frederick to be restored. These articles were signed by the Spanish Ambassador at Paris, but Philip himself never ratified them, and England and Spain continued in a dubious state of neither peace nor war.
Sir Robert Peel was sent for by the Queen. No difficulties were now raised about the Ladies of the Court, since the difficulty had been settled through the diplomacy of the Prince Consort and his well-intentioned, though pedantic, adviser, Baron Stockmar. In due time the following Administration was formed:First Lord of the Treasury, Sir Robert Peel; Lord Chancellor, Lord Lyndhurst; Chancellor of the Exchequer, Right Hon. H. Goulburn; President of the Council, Lord Wharncliffe; Privy Seal, Duke of Buckingham; Home Secretary, Sir J. Graham; Foreign Secretary, Earl of Aberdeen; Colonial Secretary, Lord Stanley; President of the Board of Control, Lord Ellenborough; President of the Board of Trade, Earl of Ripon; Secretary at War, Sir H. Hardinge; Treasurer of the Navy and Paymaster of the Forces, Sir E. Knatchbull. The Duke of Wellington was in the Cabinet without office. It was thus composed of thirteen members, but of these Wellington, Lyndhurst, Aberdeen, Stanley, and Graham were the only people of importance. Before the prorogation of Parliament on the 7th of October the Poor Law was continued until the end of the following July, and the financial deficit of 2,500,000 was provided for by the creation of 5,000,000 of new stock, half of which was devoted to the funding of Exchequer Bills.FROM THE PAINTING BY F. FORE:Still more have "The Seasons" and "The Castle of Indolence" of James Thomson retained, and are likely to retain, the public favour. "The Seasons" is a treasury of the life and imagery of the country, animated by a true love of Nature and of God, and abounding in passages of fire, healthy feeling, and strong sense, often of sublime conceptions, in a somewhat stiff and vicious style. "The Castle of Indolence" is a model of metrical harmony and luxurious fancy, in the Spenserian stanza. Another poet of the same time and countryScotlandis Allan Ramsay, who, in his native dialect, has painted the manners and sung the rural loves of Scotland in his "Gentle Shepherd" and his rustic lyrics. Till Burns, no Scottish poet so completely embodied the spirit, feelings, and popular life of his country. Amongst a host of verse-makers, then deemed poets, but who were merely imitators of imitators, we must except Gray, with his nervous lyrics, and, above all, his ever-popular "Elegy in a Country Churchyard." Gray also has a genuine vein of wit and merriment in his verse. Collins was a poet who under happier conditions might have done the greatest things. Parnell's "Hermit," Blair's "Grave," Shenstone's "School Mistress," Akenside's "Imagination," can yet charm some readers, and there are others in great numbers whose works yet figure in collections of the poets, or whose individual poems are selected in anthologies, as Smith, King, Sprat Bishop of Rochester, Duke, Montague Earl of Halifax, Nicholas Rowe, Dyerauthor of the "Fleece," "Grongar Hill," and "Ruins of Rome,"Sheffield, Duke of Buckinghamshire, Fenton, Somervilleauthor of "The Chase," "Field Sports," etc.,Hammondauthor of "Love Elegies,"Lord Lyttelton, Mallet, Mickleauthor of the ballads of "Cumnor Hall," "There's Nae Luck about the House," and translator of the "Lusiad" of Camoens,Shaw, Harte, West, Cawthorne, Lloyd, Gilbert Cooper, Graingerauthor of "The Sugar Cane," and the once popular ballad of "Bryan and Pereene,"Dodsley, poet and bookseller, Boyseauthor of "The Deity," a poem, etc.,Smollettmore remarkable as a novelist and historian,Michael Bruce, Walsh, Falconerauthor of "The Shipwreck,"Yalden, Pattison, Aaron Hill, Broome, Pittthe translator of Virgil,John Philipsauthor of "Cider," a poem, "The Splendid Shilling," etc.,West, and others. "The History of the Decline and Fall of the Roman Empire," by Gibbon, began to appear in 1776, a few months before the death of Hume, and was not completed till 1788. It consisted of six ponderous quarto volumes, and now often occupies double that number of octavos. It is a monument of enormous labour and research, filling the long, waste, dark space between ancient and modern history. It traces the history of Rome from its Imperial splendour; through its severance into East and West; through its decadence under its luxurious and effeminate emperors; through the ravages of the invading hordes of the North, to the period when the nations of Europe began, in the dawn of a new morning, to rise from the depth of barbarism into life, form, and power. The faults of this great work are, that it is written, like Hume's "History of England," in the sceptical spirit of the period; and that it marches on, in one high-sounding, pompous style, with a monotonous step, over every kind of subject. The same space and attention are bestowed on the insignificance of the feeblest emperors, and the least important times, as on the greatest and most eventful. It is a work which all should read, but a large part of it will be waded through rather as a duty than a pleasure. Still, Gibbon holds his own indispensable position; no other man has yet risen to occupy it better.Nevertheless, the results actually attained in the first two years were briefly these: first, the[466] chargeable letters delivered in the United Kingdom, exclusive of that part of the Government's correspondence which formerly passed free, had already increased from the rate of about 75,000,000 a year to that of 208,000,000; secondly, the London district post letters had increased from about 13,000,000 to 23,000,000, or nearly in the ratio of the reduction of the rates; thirdly, the illicit conveyance of letters was substantially suppressed; fourthly, the gross revenue, exclusive of repayments, yielded about a million and a half per annum, which was sixty-three per cent. on the amount of the gross revenue of 1839, the largest income which the Post Office had ever afforded. These results, at so early a stage, and in the face of so many obstructions, amply vindicated the policy of the new system. The breach which the Emperor Alexander had made in it, and the determined resistance which the Swedes made to it, had caused him to feel the necessity of relaxing the rigour of his system. But now he took fresh courage. He believed that Great Britain was at her last gasp; that there would speedily be universal rebellion within her from starving citizens; and he held on in his plan, and this proved his ultimate destruction; for it made him all the more determined to coerce Russia, and thus precipitated his fatal campaign against that country.
