The whole Opposition, who found themselves outwitted, declared that the scheme, so far from being intended to relieve the country, was meant to shield existing abuses, and they accordingly resisted it to the utmost. North, however, by his standing majority of myrmidons, carried the Bill through the House; and Sir Guy Carleton, late Governor of Canada, and five others, were appointed Commissioners. Thus the whole motion was in reality shelved.With the beginning of this year, 1769, there commenced, under the signature of "Junius," the most remarkable series of political letters which ever appeared in our political literature. Fox declared that Pitt knew very well that there were no precedents to be found while there existed an Heir Apparent, at the time, of full age and capacity; that he was seeking only the means of delaying what ought to be done at once; that the failure of the mind of the sovereign was a case of natural demise, and that the Heir Apparent succeeded to the exercise of the royal authority from the period of that failure, as a matter of course; that the Parliament had, indeed, the authority to decide that such failure had actually taken place, and to sanction the assumption of the powers of regency, as the other two Estates of the realm, but nothing more. At this news Fox, who had for some time absented himself from Parliament, on the plea that all endeavours to carry sound and prudent measures were hopeless with Pitt's great martial majority, hastened up to town from St. Anne's Hill; and the Whig body was in a flutter of expectation that he would soon be the Minister of the prince regent, or of George IV. But all these hopes were speedily overthrown by the news of the rapid improvement of the king, and on the 12th of March the royal physicians announced him perfectly recovered. FORE:Disappointed in their hopes from England, educated Roman Catholic opinion in Ireland began to drift towards the United Irishmen, in spite of the[462] peasants' war that was rife in various parts of the country between the members of the two religions. Suddenly their expectations received an unlooked-for impulse. During the spring of 1794 Pitt determined to send over Lord Fitzwilliam, who was heir to the Marquis of Rockingham and a prominent member of the Portland Whigs, as Lord-Lieutenant. It was clearly understood that Fitzwilliam should be allowed to inaugurate a policy of reform, but Pitt wished that reform to be gradual and cautious. It is plain that he gave Grattan intimation to that effect, and that Grattan thought the stipulation a reasonable one, but it is equally clear that he somehow or other failed to make much impression upon Fitzwilliam. No sooner had the new Lord-Lieutenant arrived in Ireland than he proceeded to dismiss Castle officials before he could possibly have had time to inquire into the rights and wrongs of their cases, and with equal abruptness turned out the Attorney, and Solicitor-General, and Mr. Beresford, the Commissioner of Revenue, the head of the most powerful of the Protestant families. The result was a violent outcry, which was increased when he proceeded, in conjunction with Grattan, to draw up a Bill for the immediate granting of the Catholic claims. The Ascendency party clamoured for his recall, and the Lord Chancellor Fitzgibbon represented to the king that to admit Roman Catholics to Parliament would be to violate his Coronation Oath. Pitt was obliged to give way, and on March 25th, 1794, Fitzwilliam left Ireland, amidst every sign of national mourning. The incident is a melancholy one, but a calm review of the circumstances produces the conclusion that the indiscretion of Lord Fitzwilliam was very much the cause of it.[See larger version]
    FORE:Carteretor Granville, as we must now style him, for he succeeded to the earldom in 1744still retained the favour of the king precisely in the same degree as he had forfeited that of the people and the Parliament, by his unscrupulous support of George's Hanoverian predilections. Elated with the favour of the king, Granville insisted on exercising the same supreme power in the Cabinet which Walpole had done. This drove Pelham and his brother, Newcastle, to inform the king that they or Granville must resign. George, unwilling to part with Granville, yet afraid of offending the Pelham party, and risking their support of the large subsidies which he required for Germany, was in a great strait. It was for not adopting this course that they were exposed to all the odium which they so long endured. But the question was, whether Lord Grey or Lord Lansdowne could have carried Catholic Emancipation even with the aid of the Duke of Wellington and Mr. Peel in oppositioncould have overcome the repugnance of the Sovereign and the resistance of the House of Lords. It was their decided conviction that they could not, especially with due regard to the safety of the Established Church. But being convinced that the time had come when the question ought to be settled, the Duke examined the second course that was open to him, and embraced it. It was this: that postponing all other considerations to what he believed to be a great public duty, he should himself, as Prime Minister, endeavour to settle the question.

FORE:The only matters of interest debated in Parliament during this year, except that of the discontent in the country, were a long debate on Catholic emancipation, in the month of May, which was negatived by a majority of only twenty-four, showing that that question was progressing towards its goal; and a motion of Lord Castlereagh for the gradual abolition of sinecures. This intimated some slight impression of the necessity to do something to abate the public dissatisfaction, but it was an impression only on the surface. FORE:Accordingly, on the morning of the 17th, he sent a flag of truce to Washington, proposing a cessation of hostilities for twenty-four hours, in order that commissioners might meet and settle the terms of surrender. They were soon arranged, and articles of surrender were signed by the respective generals on the morning of the 19th of October. FORE:"No words," says Sir Archibald Alison, "can convey an adequate idea of the astonishment which the announcement of this project of Reform created in the House of Commons and the country. Nothing approaching to it had ever been witnessed before, or has been since. Men's minds were prepared for a change, perhaps a very considerable one, especially in the enfranchising of new cities and towns which were unrepresented; but it never entered into the imagination of any human being out of the Cabinet that so sweeping and entire a change would be proposed, especially by the king's Ministers. The Tories had never dreaded such a revolution; the Radicals had never hoped for it. Astonishment was the universal feeling. Many laughed outright; none thought the Bill could pass. The Cabinet Ministers themselves are known to have thought at the time that their official existence then hung upon a thread." Such a result, however, was most unlikely, as Sir Robert Inglis and other Tory orators were eager to speak, having collected precedents, arguments, and quotations against the Bill. These they proceeded to impart to the House. After a debate of seven nights, the Bill was read a first time, without a division, and the second reading was set down for the 21st of March.

FORE:[425]In the House of Commons, on the 21st of July, Mr. Bernal Osborne raised a discussion on the affairs of Hungary, and was followed by Mr. Roebuck, Colonel Thompson, and Lord Claud Hamilton: the latter denounced the conduct of Kossuth as "infamous." This debate is memorable chiefly on account of Lord Palmerston's great speech on the causes of the revolutions of 1848. In reply to the eulogiums upon the Austrian Government, the noble lord stated that Austria, in the opinion of a great part of the Continent, had been identified with obstruction to progress, resistance to improvement, political and social; and it was in that capacity she won the affections of the Tories. He regarded the conduct of such men as an example of "antiquated imbecility." He firmly believed that in the war between Austria and Hungary there were enlisted on the side of Hungary the hearts and souls of the whole people of that country. He took the question then being fought for on the plains of Hungary to be this, whether that country should maintain its separate nationality as a distinct kingdom with a constitution of its own, or be incorporated in the empire as an Austrian province. If Hungary succeeded, Austria would cease to be a first-rate European power. If Hungary were entirely crushed, Austria in that battle would have crushed her own right arm. Every field that was laid waste was an Austrian resource destroyed. Every Hungarian that perished upon the field was an Austrian soldier deducted from the defensive forces of the empire. "It is quite true," continued the noble lord, "that it may be said, 'Your opinions are but opinions; and you express them against our opinions, who have at our command large armies to back themwhat are opinions against armies?' Sir, my answer is, opinions are stronger than armies. I say, then, that it is our duty not to remain passive spectators of events that in their immediate consequences affect other countries, but in their remote and certain consequences are sure to come back with disastrous effect upon ourselves; that so far as the courtesies of international intercourse will permit us to do so, it is our dutyespecially when our opinion is asked, as it has been on many occasions on which we have been blamed for giving itto state our opinions, founded on the experience of this countryan experience that might be, and ought to have been, an example to less fortunate countries. We are not entitled to interpose in any manner that will commit this country to embark in those hostilities. All we can justly do is to take advantage of any opportunities that may present themselves, in which the counsels of friendship and peace may be offered to the contending parties.... Sir, to suppose that any Government of England can wish to excite revolutionary movements in any part of the worldto suppose that England can have any other wish or desire than to confirm and maintain peace between nations, and tranquillity and harmony between Governments and subjectsshows really a degree of ignorance and folly which I never supposed any public man could have been guilty ofwhich may do very well for a newspaper article, but which it astonishes me to find is made the subject of a speech in Parliament." FORE:In such very discouraging circumstances the American campaign began. Whilst insurrection was in their camp, Sir Henry Clinton dispatched General Arnold to make a descent upon the coast of Virginia. The next day he was in Richmond, and sent word to Jefferson that, provided British vessels might come up the river to take away the tobacco, he would spare the town. Jefferson rejected the proposal, and Arnold burnt all the tobacco stores and the public buildings, both there and at Westham. After committing other ravages, he returned to Portsmouth, on Elizabeth River, where he entrenched himself. On the 26th of March, General Phillips, having assumed the command, in company with Arnold ascended James River with two thousand five hundred men, took and destroyed much property in Williamsburg and York Town, ravaged the country around, and then sailed to the mouth of the Appomattox, and burnt all the shipping and tobacco in Petersburg. After other depredations, and forcing the Americans to destroy their own flotilla between Warwick and Richmond, Phillips and Arnold descended the James River to Manchester, and proposed to cross over to Richmond. But Lafayette having just reached that place before them with upwards of two thousand men, they re-embarked, and, after destroying much other property, especially shipping and stores, at Warwick and other places, they fell down to Hog Island, where they awaited further orders.By the marvellous aids of canals and steam-engines manufacturing power became most immensely augmented in all directions, but especially in the spinning and weaving of cotton goods. The machines invented by Wyatt and Paul in 1733, and improved by Arkwright in 1767, if not invented anew, without knowledge of Wyatt and Paul's plan of spinning by rollersa moot point; the spinning-jenny with seven spindles, invented by James Hargreaves, a weaver near Blackburn, in 1767; and the mule-jenny, combining the working of the machines of Arkwright and Hargreaves, by Samuel Crompton, in 1779, completely superseded spinning cotton yarn by hand. These machines were first worked by water power, but steam power was used after the steam-engine had been invented; and the growth of cotton-spinning became rapid beyond conception, spreading over all Lancashire and the midland counties in a marvellous manner. The cotton-mills of Robert Peel, in Lancashire and Staffordshire; of the Strutts, at Belper, in Derbyshire; of Dale, at New Lanark; of Robinson, at Papplewick; and Arkwright, at Cromford, which raised these gentlemen to vast wealth, being only the leviathans amongst swarming concerns of less dimensions.
