There came a time when the harmonious universality of the Hellenic genius sought for its counterpart and completion in a theory of the external world. And there came a time, also, when the decay of political interests left a large fund of intellectual energy, accustomed to work under certain conditions, with the desire to realise those conditions in an ideal sphere. Such is the most general significance we can attach to that memorable series of speculations on the nature of things which, beginning in Ionia, was carried by the Greek colonists to Italy and Sicily, whence, after receiving important additions and modifications, the stream of thought flowed back into the old country, where it was directed into an entirely new channel by the practical genius of Athens. Thales and his successors down to Democritus were not exactly what we should call philosophers, in any sense of the word that would include a Locke or a Hume, and exclude a Boyle or a Black; for their speculations never went beyond the confines of the material universe; they did not even suspect the existence of those ethical and dialectical problems which long constituted the sole object of philosophical discussion, and have continued since the time when they were first mooted to be regarded as its most peculiar province. Nor yet can we look on them altogether or chiefly as men of science, for their paramount purpose was to gather up the whole of knowledge under a single principle; and they sought to realise this purpose, not by observation and experiment, but by the power of thought alone. It would, perhaps, be truest to say that from their point of view philosophy and science were still undifferentiated, and that knowledge as a universal synthesis was not yet divorced from special investigations into particular orders of phenomena. Here, as elsewhere, advancing reason tends to reunite studies which have been provisionally separated, and we must look to our own contemporariesto our Tyndalls and Thomsons, our Helmholtzes and Z?llnersas furnishing the fittest parallel to5 Anaximander and Empedocles, Leucippus and Diogenes of Apollonia.

TWO:Descartes theory of the universe included, however, something more than extension (or matter) and motion. This was Thought. If we ask whence came the notion of Thought, our philosopher will answer that it was obtained by looking into himself. It was, in reality, obtained by looking into Aristotle, or into some text-book reproducing his metaphysics. But the Platonic element in his system enabled Descartes to isolate Thought much more completely than it had been isolated by Aristotle. To understand this, we must turn once more to the Timaeus. Plato made up his universe from space and Ideas. But the Ideas were too vague or too unintelligible for scientific purposes. Even mediaeval Realists were content to replace them by Aristotles much clearer doctrine of Forms. On the other hand, Aristotles First Matter was anything but a satisfactory conception. It was a mere abstraction; the390 unknowable residuum left behind when bodies were stripped, in imagination, of all their sensible and cogitable qualities. In other words, there was no Matter actually existing without Form; whereas Form was never so truly itself, never so absolutely existent, as when completely separated from Matter: it then became simple self-consciousness, as in God, or in the reasonable part of the human soul. The revolution wrought by substituting space for Aristotles First Matter will now become apparent. Corporeal substance could at once be conceived as existing without the co-operation of Form; and at the same stroke, Form, liberated from its material bonds, sprang back into the subjective sphere, to live henceforward only as pure self-conscious thought.In such sciences as rest in any degree upon physical experiment, like chemistry, to experiment without some definite object may be a proper kind of research, and may in the future, as it has in the past, lead to great and useful results; but in mechanics the case is different; the demonstration of the conservation of force, and the relation between force and heat, have supplied the last link in a chain of principles which may be said to comprehend all that we are called upon to deal with in dynamical science, and there remains but little hope of developing anything new or useful by discovery alone. The time has been, and has not yet passed away, when even the most unskilled thought their ability to invent improvements in machinery equal with that of an engineer or skilled mechanic; but this is now changed; new schemes are weighed and tested by scientific standards, in many cases as reliable as actual experiments. A veil of mystery which ignorance of the physical sciences had in former times thrown around the mechanic arts, has been cleared away; chance discovery, or mechanical superstition, if the term may be allowed, has nearly disappeared. Many modern engineers regard their improvements in machinery as the exercise of their profession only, and hesitate about asking for protective grants to secure an exclusive use of that which another person might and often does demonstrate, as often as circumstances call for such improvement. There are of course new articles of manufacture to be discovered, and many improvements in machinery which may be proper subject matter for patent rights; improvements which in all chance would not be made for the term of a patent, except by the inventor; but such cases are rare; and it is fair to assume that unless an invention is one which could not have been regularly deduced from existing data, and one that would not in all probability have been made for a long term of years by any other person than the inventor, such an invention cannot in fairness become the property of an individual without infringing the rights of others.
