The water made no sound, there was not a breath of air, yet suddenly there was a murmur, a rustle.It dawned upon Cairness that this was rather more than a military machine after all, that he had underestimated it.

It was the rather unavailing wail of the honest citizen caught between the upper and nether millstones of the politician and the hostile.
