
FORE:To commence a course of more rigour in Massachusetts, Governor Hutchinson was recalled, and General Gage, a man who had seen service, and had the reputation of firmness and promptitude, was appointed in his stead. But the mischief of the new Acts became rapidly apparent. Had the Boston Port Bill alone been passed, perhaps not much harm might have been done. There were numbers of people throughout America who were of opinion that Boston had gone too far in destroying the tea, and might have remained passive if the Bostonians had been compelled to make compensation. But the fatal Act was[212] that which abolished the Massachusetts Charter. That made the cause common; that excited one universal alarm. If the British Government were thus permitted to strike out the colonial Charters at pleasure, all security had perished. All the colonies determined to support their own cause in supporting that of Massachusetts.Before passing to the momentous history of the Irish famine we must notice some isolated facts connected with the Peel Administration, which our connected view of the triumph of Free Trade has prevented our mentioning under their proper dates. Among the many measures of the time which were fiercely discussed, the most complicated were the Bank Charter Act of 1844, and the Act dealing with the Irish and Scottish Banks of 1845, whereby the Premier placed the whole banking system of the kingdom upon an entirely new basis, in particular by the separation of the issue and banking business of the Bank of England, and by the determination of the issues by the amount of bullion in reserve. Under the Act the Bank was at liberty to issue 14,000,000 of notes on the security of Exchequer Bills and the debt due to it from the Government, but all issues above this amount were to be based on bullion. Still hotter were the passions roused by the Maynooth Bill, by which 30,000 were devoted to the improvement of the college founded at Maynooth for the education of Roman Catholic priests. The language used during the debates by the Protestant party has few parallels in the history of the British Parliament, and Sir Robert Peel's difficulties were increased by the resignation of Mr. Gladstone, who found his present support of the Bill incompatible with the opinions expressed in his famous essay on Church and State. Lord Aberdeen's foreign policy was completely the reverse of the bold, if hazardous, line adopted by Lord Palmerston. We have seen how the Ashburton mission composed the critical questions at issue with the United States, and in similar fashion a dispute about the Oregon boundary, which had been pending for thirty years, was terminated on sound principles of give-and-take by fixing the line at the 49th parallel, while Vancouver Island was reserved for Britain, and the commerce of the Columbia was made free. With France our relations were of the most pacific character; so close, indeed, was the entente cordiale that it was a commonplace of Tory oratory that M. Guizot was Foreign Minister of England. This was certainly not the case; on the contrary, when the Society Islands, over which Pomare was queen, were forcibly annexed by a roving French admiral, Lord Aberdeen behaved with very proper spirit, and obtained an indemnity for the missionary Pritchard, who had been forcibly placed under arrest. In other respects the friendship of Great Britain with France continued unimpaired, and there was an interchange of visits between the Queen and King Louis Philippe. It was a sign of a harmony of views between the two nations. Unfortunately, owing to a variety of causes, it was not to be of long continuance.

FORE:Though there had appeared a lull in American affairs for some time, any one who was observant might have seen that all the old enmities were still working in the colonial mind, and that it would require little irritation to call them forth in even an aggravated form. Lord Hillsborough was no longer Governor, but William Legge, Lord Dartmouth. He was a man of high reputation for uprightness and candour; Richardson said that he would be the perfect ideal of his Sir Charles Grandison, if he were not a Methodist; and the poet Cowper, not objecting to his Methodism, described him as "one who wears a coronet and prays." But Lord Dartmouth, with all his superiority of temper and his piety, could not prevent the then stone-blind Cabinet and infatuated king from accomplishing the independence of America.The Crown had resolved to proceed against the queen by a Bill of Pains and Penalties, the introduction of which was preceded by the appointment of a secret committee, to perform functions somewhat analogous to those of a grand jury in finding bills against accused parties. Mr. Brougham earnestly protested against the appointment of a secret committee, which was opposed by Lords Lansdowne and Holland. The course was explained and defended by the Lord Chancellor, who said that the object of Ministers in proposing a secret committee was to prevent injustice towards the accused; that committee would not be permitted to pronounce a decision; it would merely find, like a grand jury, that matter of accusation did or did not exist; such matter, even if found to have existence, could not be the subject of judicial proceeding, strictly so called. The offence of a queen consort, or a Princess Consort of Wales, committing adultery with a person owing allegiance to the British Crown would be that of a principal in high treason, because by statute it was high treason in him; and as accessories in high treason are principals, she would thus be guilty of high treason as a principal; but as the act of a person owing no allegiance to the British Crown could not be high treason in him, so neither could a princess be guilty of that crime merely by being an accessory to such a person's act. Yet although, for this reason, there could be no judicial proceeding in such a case, there might be a legislative one; and the existence or non-existence of grounds for such legislative proceeding was a matter into which it would be fit that a secret committee should inquire. In no case could injustice be done, because that committee's decision would not be final. There might be differences of opinion about the best mode of proceeding, but, for God's sake, said the Lord Chancellor, let it be understood that they all had the same object in view, and that their difference was only about the best mode of procedure.

FORE:Mack, who was advancing rashly out of reach of any supporting bodies of troops, expected to encounter the French in front. He therefore took possession of Ulm and Memmingen, and threw his advanced posts out along the line of the Iller and the Upper Danube, looking for the French advancing by way of the Black Forest. But Buonaparte's plan was very different. He divided his army into six grand divisions. That commanded by Bernadotte issued from Hanover, and, crossing Hesse, appeared to be aiming at a junction with the main army, which had already reached the Rhine. But at once he diverged to the left, ascended the Main, and joined the Elector of Bavaria at Würzburg. Had Mack had a hundredth part of the strategic talent attributed to him, he would have concentrated his forces into one powerful body, and cut through the cordon which Buonaparte was drawing around him, and, under good generalship, such soldiers as the Hungarians would have done wonders; but he suffered his different detachments to be attacked and beaten in detail, never being ready with fresh troops to support those which were engaged, whilst the French were always prepared for this object. Accordingly, Soult managed to surround and take one entire Austrian division at Memmingen, under General Spangenberg, and Dupont and Ney defeated the Archduke Ferdinand at Günzburg, who had advanced from Ulm to defend the bridges there. Ferdinand lost many guns and nearly three thousand men. This induced Mack to concentrate his forces in Ulm, where, however, he had taken no measures for supplying his troops with provisions during a siege. He was completely surrounded, and compelled to capitulate on the 19th of October, 1805.

FORE:The world looked on in astonishmentdiplomatists in dread of more secret and momentous compacts, and that not without cause. In the heat of this hastily-formed alliance, it was proposed to marry the young Archduchess, the heiress of the Austrian States, to one of the Infants of Spaina contract, if carried out, which would probably have overthrown all that had been done at such cost of life and wealth for the establishment of the balance of power. This dangerous project was frustrated by other events, but serious engagements were entered into for compelling England to surrender Gibraltar and Minorca to Spain, and for placing the Pretender on the throne of Great Britain.Mr. Grey seized the professed desire of peace by Government, so soon as Parliament met after the Christmas recess, to bind them to it by a resolution. He complained that, so far from any intentions of peace, Ministers were making fresh preparations for the prosecution of the war. Pitt denied this, and asserted that the Government was really anxious for peace, but could not consent to it unless France agreed to yield up its conquests of Belgium, Holland, Savoy, and Nice. On the 10th of March Mr. Grey moved for an inquiry into the state of the kingdom. He showed that this contest, so unsuccessful, had[450] already, in three years, added seventy-seven millions to the national debt; more than the whole expense of the American war, which had cost sixty-three millions. He commented severely on the wasteful manner in which this money had been thrown away on monarchs who had badly served the cause, or had perfidiously betrayed it; and on the plunder of the country by jobbers, contractors, commissaries, and other vampires, who had left the poor soldiers to neglect, starvation, and death, amid the horrors of winter, and inhospitable, pretended friends, for whom they had been sent to fight. Grey and Fox followed this up by fresh resolutions and motions condemning Ministers for their misconduct of the war, and enormous waste of the public money; but all these were triumphantly got rid of by overwhelming majorities; and in the face of this ineffectual assault, Pitt introduced his Budget, calling for fresh loans, amounting to no less than twenty-five million five hundred thousand pounds, and for supplies to the amount of upwards of forty-five millions. Some of the items of this sum werenavy, seven million five hundred and twenty-two thousand five hundred and fifty-two pounds; army, eleven million nine hundred and eleven thousand eight hundred and ninety-nine pounds; ordnance, one million nine hundred and fifty-four thousand six hundred and sixty-five pounds; miscellaneous and extraordinary, thirteen million eight hundred and twenty-one thousand, four hundred and thirty pounds. The last item alone amounted to more than the whole national expenditure before the commencement of this war, yet the whole of these startling sums were readily voted away by the Ministerial majority; and with these funds in hand for renewed prosecution of the war, the Session ended, on the 19th of May.

FORE:Pitt, though he remained determined against our continuing to send soldiers to Germany, was so elated at the success of Frederick that, on the meeting of Parliament, on the 1st of December, he supported the vote of six hundred and seventy thousand pounds as a subsidy to Prussia, George having entered into a new convention with Frederick to defend his Electorate. Pitt, on the same occasion, pronounced a glowing eulogium on Clive's proceedings in India. This great Minister had, in fact, formed the most extensive designs for the colonial aggrandisement of England, and the repulse of France in those quarters. At his suggestion, Lord Loudon had been sent to North America, and as he had failed to render any service, General Abercrombie had gone out to supersede him. Pitt already, however, had his eye on a young officer, Wolfe, whom he deemed the true hero for that service; whilst, on the opposite side of the globe, he was watching the proceedings of another young officer with immense pleasurenamely, Clive. These two remarkable men, under the fostering genius of Pitt, were destined to destroy the ascendency of France in those regions, and to lay the foundations of British power on a scale of splendour beyond all previous conception.

FORE:It was a melancholy thing to see the Queen of England bandied about from door to door, in the throng of curious and anxious spectators; cheered by some, laughed at by others, and an object of pity to her friends, making vain efforts to obtain admission to witness the glory of her worthless husband, repulsed at every point by the lowest officials, and compelled to return home discomfited and humiliated. By indiscreet and foolish acts like this she injured her position, and degraded herself to an extent that her husband, powerful and malignant as he was, never could have done. She and her friends counted upon the devotion of the people to her cause, which they hoped would have borne down all impediments and broken through all barriers. But it was felt that in attempting to intrude herself in that way at the risk of marring a great national festival, and causing tumult and possibly bloodshed, she had forgotten her own dignity; her conduct shocked the public sense of propriety, and went far to forfeit popular sympathy. She became deeply sensible of this fact while waiting for admission, and with all her attempts at hilarity, her laughter and gaiety of manner ill concealed the deep, self-inflicted wounds of her spirit, which were never healed. Now completely disenchanted, robbed of the fond illusion which had hitherto affected her perception of things, and viewing her situation in the cold morning light of stern reality, a chill of despondency came over her, and thenceforth settled heavily upon her spirit.

FORE:After a lengthened and toilsome Session Parliament was at length prorogued by the king in person on the 10th of September. Several important measures which had passed the Commons were rejected by the Lords. Their resistance had caused great difficulty in carrying through the imperatively demanded measures of Municipal Reform; and they had deprived the Irish Church Temporalities Act of one of its principal features. But their obstructive action was not confined to great political measures of that kind. They rejected the Dublin Police Bill, and other measures of practical reform. The consequence was that the Liberal party began to ask seriously whether the absolute veto which the Lords possessed, and which they sometimes used perversely and even factiously, was compatible with the healthful action of the legislature and the well-being of the country. It was roundly asserted that the experience of the last two years had demonstrated the necessity of reform in the House of Lords. The question was extensively agitated, it was constantly discussed in the press, public meetings were held throughout the country upon it, and numerous petitions were presented to Parliament with the same object. On the 2nd of September Mr. Roebuck, while presenting one of these petitions, announced his intention of introducing early in the next Session a Bill to deprive the House of Lords of its veto upon all measures of legislation, and to substitute for it a suspense of power, so that if a Bill thrown out by the Lords should pass the Commons a second time, and receive the Royal Assent, it might become law without the concurrence of the Peers. Mr. Ripon also gave notice of a motion to remove the bishops from the House of Peers; while Mr. Hume indignantly denounced the humiliating ceremonials observed in the intercourse between the Commons and the Lords. Although the whole proceeding at a conference between the two Houses consists of the exchange of two pieces of paper, oral discussions not being permitted, the members of the House of Commons are obliged to wait upon the Lords, standing with their hats off, the members of the Upper House, as if they were masters, remaining seated with their hats on. The state of feeling among the working classes on this subject was expressed in the strongest language in an address to Mr. O'Connell from the "non-franchised inhabitants of Glasgow." They warmly deprecated the unmanly and submissive manner in which the Ministers and the Commons had bowed bare-headed to the refractory Lords. They demanded that responsibility should be established in every department of the State; and they said, "As the House of Lords has hitherto displayed a most astounding anomaly in this enlightened age by retaining the right to legislate by birth or Court favour, and being thereby rendered irresponsible, it follows it must be cut down as a rotten encumbrance, or be so cured as to be made of some service to the State, as well as amenable to the people."
