THREE:Descartes had already accomplished a great simplification of the speculative problem by summing up all existence under the two heads of extension and thought. It remained to account for these, and to reduce them to a single idea. As we have seen, they were derived from Greek philosophy, and the bond which was to unite them must be sought for in the same direction. It will be remembered that the systems of Plato and Aristotle were bounded at either extremity by a determinate and by an indeterminate principle. With the one, existence ranged between the Idea of Good at the upper end of the scale and empty space at the lower; with the other, between absolute Thought and First Matter. It was by combining the two definite terms, space and thought, that Descartes had constructed his system; and after subtracting these the two indefinite terms remained. In one respect they were even more opposed to each other than were the terms with which they had been respectively associated. The Idea403 of Good represented unity, identity, and constancy, as against plurality, difference, and change; while Aristotles Matter was, by its very definition, multiform, fluctuating, and indeterminate. Nevertheless, there were equally important analogies traceable between them. No very clear account could be given of either, and both were customarily described by negatives. If Matter fell short of complete existence, the Good transcended all existence. If the one was a universal capacity for assuming Forms, the other was the source whence all Forms proceeded. When the distinctive characteristics of an individual were thought away, the question might well be mooted into which principle it would return. The ambiguous use of the word Power contributed still further to their identification, for it was not less applicable to the receptive than to the productive faculty. Now we have just seen into what importance the idea of Power suddenly sprang at the Renaissance: with Bruno it was the only abiding reality of Nature; with Hobbes it was the only object of human desire.

FORE:Consistency is, indeed, the one word which, better than any other, expresses the whole character of Socrates, and the whole of philosophy as well. Here the supreme conception153 of mind reappears under its most rigorous, but, at the same time, its most beneficent aspect. It is the temperance which no allurement can surprise; the fortitude which no terror can break through; the justice which eliminates all personal considerations, egoistic and altruistic alike; the truthfulness which, with exactest harmony, fits words to meanings, meanings to thoughts, and thoughts to things; the logic which will tolerate no self-contradiction; the conviction which seeks for no acceptance unwon by reason; the liberalism which works through free agencies for freedom; the love which wills anothers good for that others sake alone.98 It was the intellectual passion for consistency which made Socrates so great and which fused his life into a flawless whole; but it was an unconscious motive power, and therefore he attributed to mere knowledge what knowledge alone could not supply. A clear perception of right cannot by itself secure the obedience of our will. High principles are not of any value, except to those in whom a discrepancy between practice and profession produces the sharpest anguish of which their nature is capable; a feeling like, though immeasurably stronger than, that which women of exquisite sensibility experience when they see a candle set crooked or a table-cover awry. How moral laws have come to be established, and why they prescribe or prohibit certain classes of actions, are questions which still divide the schools, though with an increasing consensus of authority on the utilitarian side: their ultimate sanctionthat which, whatever they are, makes obedience to them truly moralcan hardly be sought elsewhere than in the same consciousness of logical stringency that determines, or should determine, our abstract beliefs.

FORE:If Plato stands at the very antipodes of Fourier and St. Simon, he is connected by a real relationship with those thinkers who, like Auguste Comte and Mr. Herbert Spencer, have based their social systems on a wide survey of physical science and human history. It is even probable that his ideas have exercised a decided though not a direct influence on the two writers whom we have named. For Comte avowedly took many of his proposed reforms from the organisation of mediaeval Catholicism, which was a translation of philosophy into dogma and discipline, just as Positivism is a re-translation of theology into the human thought from which it sprang. And Mr. Spencers system, while it seems to be the direct antithesis of Platos, might claim kindred with it through the principle of differentiation and integration, which, after passing from Greek thought into political economy and physiology, has been restored by our illustrious countryman to something more than its original generality. It has also to be observed that the application of very abstract truths to political science needs to be most jealously guarded, since their elasticity increases in direct proportion to their width. When one thinker argues from the law of increasing specialisation to a vast extension of governmental interference with personal liberty, and another thinker to its restriction within the narrowest possible limits, it seems time to consider whether experience and expediency are not, after all, the safest guides to trust.

FORE:The first principle to be pointed out in regard to belts, to distinguish them from shafts as a means of transmitting power, is that power is communicated by means of tensile instead of torsional strain, the power during transmission being represented in the difference of tension between the driving and the slack side of belts. In the case of shafts, their length, or the distance to which they may be extended in transmitting power, is limited by torsional resistance; and as belts are not liable to this condition, we may conclude that unless there are other difficulties to be contended with, belts are more suitable than shafts for transmitting power throughout long distances. Belts suffer resistance from the air and from friction in the bearings of supporting pulleys, which are necessary in long horizontal belts; with these exceptions they are capable of moving at a very high rate of speed, and transmitting power without appreciable loss.
